Leicester City Council (‘the ‘Authority’) invites Tenders for the provision of a Let’s Get Growing service.

The overall aim of the service is to reduce health inequalities by improving the health and wellbeing of residents by:

• offering bespoke training, support and advice to groups and individuals.

• the providers, who will be expert growers and be accessible to answer queries or offer support to groups or individuals to develop growing skills.

• supporting groups who apply for and are in receipt of Leicester’s Get Growing Grants to develop and implement growing ideas and schemes

• increasing growing skills in children, and the wider community members who have no previous experience in growing.

• connecting people with green spaces to cultivate, to socialise in safe settings to combat social isolation and improve mental health and wellbeing.

• sharing information about food growing, growing events and training via social media channels, newsletters, annual growing calendar and publicity material

• supporting groups and residents to apply for further funding opportunities.

• encourage regular attendees to become growing volunteers.

• attending the Food Plan Board meetings and supporting its action plan

two.2.4) Description of the procurement

As detailed in the invitation to tender documentation. The Authority is conducting this procurement under the Light Touch Regime for Social and Other Specific Services, as set out in the Public Contract Regulations 2015 (PCR), at Section 7 (Regulations 74 to 77) and Schedule 3. The procurement process will not be conducted under the Public Contract Regulations 2015; however, it will be similar to that of an Open procedure. The Process will, unlike an Open Procedure, include the flexibility, as allowed under the Light Touch Regime with various evaluation stages as detailed in this Invitation to Tender documentation.

The proposed Contract will be for an initial period of 3 years to commence on 1st April 2022 with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period (or periods) up to a total of 2 years, taking the contract term to a maximum of 5 years
