Redcar and Cleveland Borough Council and Middlesbrough Council are seeking one provider to process and recycle the kerbside collected household waste on behalf of both Authorities, approximately 128,000 households. The Council's provide their own collection services, this is purely for the processing and recycling of the waste collected.

two.2.4) Description of the procurement
Redcar & Cleveland Borough Council (RCBC) and Middlesbrough Council (MBC) (Together known as the Authorities and individually an Authority) collect and recycle waste as part of the household waste collection service. The approximate number of properties across each Authority's Service Areas amounts to 128,040 (64,980 for RCBC and 63,060 for MBC).
The Authorities have a strong desire to continue to deliver the existing services and strive to work with the appointed organisation to improve the offering to residents and increase the levels of recycling.
The materials currently collected are:
Redcar & Cleveland Borough Council: Paper and Cardboard are collected separately; whilst a comingled waste stream includes Paper, Cardboard (KLS), Steel Cans, Mixed plastic bottles, aluminium cans, cullet glass, fines / glass, soft mix, mixed metals, and hard plastics.
Middlesbrough Council: Comingled paper, card, cardboard, glass bottles/jars, mixed cans (ferrous and non-ferrous), plastic bottles, foil, and cartons.
Residents will also place non-target materials into the recycling i.e., textiles it is expected that these non-target materials are also recycled as part of this service avoiding this material going to landfill.
A new Recycling Contract to commence on 1st April 2022. This Contract will be for an initial 3 year period with the potential for two one-year extensions
