The Council is seeking providers for a range of Supported Housing accommodation and support for Young People who are aged 16-25 (or for Lot 2 16-29) and assessed as vulnerable by the Children in Need Service and for who the local authority Children’s Services has a Statutory Duty. This includes Children Looked After aged 16-17; Care Leavers aged 18-25; and homeless young people aged 16-18. We seek to procure a range of accommodation that will provide the right young people with the right place and support to acquire the skills to live independently, and make successful transition to independent living.It is the Council’s intention to divide these requirements into 3 lots as follows:Lot 1 - Supported Lodgings; Night Stop and Day Stop for Young People Lot 2 - Accommodation and Intensive Housing Management for Young People Lot 3 – Training Flat for Young People

two.2.4) Description of the procurement

The council is seeking the provision of a total 76 units of accommodation and intensive housing management (IHM) support for Young People across Walsall. 1.3 The units will be split across the Money Home Job Team (60 units) for those who are aged 16-29 and 16 Units for Children’s services who are aged 16-25. The MHJ units will average 50, 1 bed self-contained units and 10 units of shared accommodation, albeit there may be a need to flex this mix dependent on service demands. The children’s services 16 units, will consist of 1 bed self-contained. Up to 10 of these units will be allocated to the House Project. All of the units will be on a ‘pay for what is used’ arrangement, other than the up to 6 the remaining Childrens units, which will be block purchased. These 6 units will also need to be fully dispersed across the borough, with any preferred locations agreed at contract mobilisation stage.Whilst the Children’s 16 units have been split across a number of channels it is envisaged the IHM function will remain the same and units will be used more fluidly to maximise opportunities and achieve outcomes for young people.
