The National Barrier Asset consists of a collection of Counter Terrorism Policing (CTP) owned vehicle security barriers & protective security fencing collectively termed the "National Barrier Asset" (NBA). The NBA is deployed to block roads, footways & other locations to prevent/mitigate Vehicle borne threats from a Vehicle as a Weapon (VAW) Attack or as a Vehicle Borne Improvised Explosive Device (VBIED) against infrastructure, persons & publicly accessible locations.
Since its development, the national demand for NBA protection against terrorist attacks has increased to cover a diverse range of temporary events which can include local, national & globally focused Government Events, Police Operations, Sporting & music events & other entertainment events. The NBA is tested &approved to UK & International specifications.
The purpose of the NBA Framework is for one Contractor to provide storage, maintenance & deployment services on behalf of the Authority for a maximum of 4 years (3+1 year optional extension). The Contractor will also have the opportunity to supplement the NBA with their own stock should the need arise during the life of the Framework. Eligible Users of this Framework are Police Authorities, Public Sector Bodies, International Partners & selected Private Sector Organisations. The existing Framework Agreement will expire on 31 August 2023*.
The ceiling value for this framework will be £35M over the Framework term, with financial approval up to £30M & the remaining £5M ring-fenced as contingency should the proposed Protect Duty legislation increase demand for the use of the NBA. As this is a Framework, these figures are non-committal & represent the maximum value of activities that can be carried out under the agreement subject to demand.
This procurement will follow a two stage tender process:
- 1st stage will be based on the ability to meet the requirements in the form of a compliant bid
- 2nd stage will be physical testing
The top three scoring bidders will progress to the physical testing stage. The date of the first stage of this procurement is yet to be confirmed*.
A contract notice will be published when we intend to start the procurement process in the summer of 2023.
*Dates are subject to change. Expected to change this month following governance approval to extend to 31st December 2023.
