A specialist Trauma focused Therapeutic Intervention service for victims and survivors of Domestic Abuse to ensure delivery against outcome 4 of the ‘Devon Strategy for delivering domestic abuse support in safe accommodation’. Therapies and counselling provided by the service will need to be supported by a strong evidence base of effectiveness specific to this particular group and will include but not be exclusively limited to, EMDR and compassion focused therapy.

Service users will be provided with up to 16 therapy sessions primarily delivered in a 1:1 setting by trained and qualified therapists, supported by therapeutic/counselling group sessions. Sessions must be delivered flexibly to meet the needs of Service Users and may include in person and digital delivery.

two.2.4) Description of the procurement

Devon County Council is seeking to procure a specialist Trauma focused Therapeutic Intervention service for victims and survivors of Domestic Abuse to ensure delivery against outcome 4 of the ‘Devon Strategy for delivering domestic abuse support in safe accommodation’ .

We are seeking to commission a Service Provider or collaboration of Service Providers who will work in partnership with the Commissioners and others to identify and ensure that a range of trauma responsive therapeutic direct interventions are available to victims (and their children) to support recovery from abuse and break the intergenerational cycle of abuse.

The service must be delivered in a flexible manner that is accessible to all who may need it, this refers to all victims of domestic abuse, including people with or without children; people who have had their children removed; people from marginalised communities and / or with protected characteristics (e.g. our LGBT+ communities, our BAME communities and our disabled communities). It should also be equipped to offer other forms of evidence based and appropriate therapy should the person required it.

Service users will be provided with up to 16 therapeutic sessions, comprising of primarily 1:1 support, with additional therapeutic viable group sessions ( i.e. compassion focused group therapy) were this is beneficial. Sessions may be delivered in person or can take the form of virtual therapy, in order to meet the preferences and requirements of the person receiving the treatment. All sessions will be delivered by trained and qualified therapists who are able to understand the specific needs of victims and survivors of domestic abuse in the context of the therapeutic interventions provided and build trusting relationships by listening, hearing and accepting people’s stories.

The service will collaboratively operate within a system of delivery for the benefit of victims and survivors of domestic abuse and will contribute to developing a shared understanding of need and appropriate responses within this system, which will support us develop future plans.
