two.1.4) Short description

National Security Science and Research (NSSR) leads on science and technology research to inform transport security for the Department for Transport. NSSR is seeking to increase its supplier base to deliver a range of research, analysis, and innovation work for the Department. This procurement is following the Open Procedure to establish a four-year call-off contract to deliver nine requirements and the NSSR Programme (including future requirements), to the estimated value of £12,000,000. NSSR welcomes bids from all organisations within industry and academia who have the capability to deliver a range of work in the following areas: Canine Detection, Counter-Unmanned Aerial Systems, Systems and Analysis, X-Ray screening, Project Management Services and Innovation.

two.2.4) Description of the procurement

This procurement is to establish a four-year call-off contract to deliver nine requirements and the NSSR Programme (including future requirements. It is envisioned that the Department will be delivering nine projects in the first year of the contract, with further projects being required throughout the duration of the agreement. Suppliers will be required to deliver a range of work, this will include research, technical analysis, modelling, innovation work, data collection and analysis, project management and conducting trials.

The supplier should have the suitable expertise to deliver the aforementioned requirements in-house or be willing to work with capable sub-contractors or SME’s. The supplier will be accountable for the delivery of requirements and performance will be measured against predetermined milestones. The supplier will be required to be in regular contact with the Department to ensure delivery is timely and to the desired quality. Bids will be scored on suitability, quality, and price. Further details of the evaluation criteria can be found in the individual project specifications.
