The Support Chain Information Team (SCIS) within Defence Equipment and Support (DE&S) is preparing to initiate a competitive procurement process to award a contract for a new Joint Equipment Maintenance Management Application (JEMMA). JEMMA will replace the JAMES capability currently provided.

JEMMA will provide an intuitive and powerful Management Information System (MIS) through a managed service, that delivers a range of tools delivering a true through-life management capability for the millions of military equipment assets used by the UK Armed Forces. JEMMA will be relied upon by the Ministry of Defence and their supporting contractors to rapidly identify the location, quantity, configuration and mission-readiness of all its land-based equipment, and increasingly those supporting operations at sea. This system will be key in the management of equipment activity and tasking with detailed focus on through life maintenance activities, as well as connecting the supply chain and other MOD logistics systems on which the UK’s Armed Forces equipment rely. JEMMA must be able to support rapid, insightful and cost-effective decision making to ensure the sustainment of UK defence global operations.

1. Description

The Support Chain Information Support team (SCIS) within Defence Equipment and Support (DE&S) continues to prepare to initiate a competitive procurement process to award a contract for a new Joint Equipment Maintenance Management Application (JEMMA).

JEMMA will provide an intuitive and powerful Management Information System (MIS) through a managed service, that delivers a range of tools delivering a true through-life management capability for the millions of military equipment assets used by the UK Armed Forces. 2. Procurement Timescales & Contract Value.

The Authority anticipates issue of Contract Notice and to start Supplier Selection in January 2022 with the issue of an invitation to negotiate in April 2022. The current estimated value range of the Contract is between £20M-£100m.

3. Industry Day.

Prior to initiating the procurement, it is confirmed that the Authority intends to hold an Industry Day on 29 September 2021. The current location is the Holiday Inn, Filton Bristol, BS16 1QX. Government and local Covid-19 rules and restrictions may mean that the location or approach will change. Attendance is by application only and the details of that process are in the following paragraphs.

The purpose of the industry day, and the follow-on engagement, is principally to brief the JEMMA requirement, without commitment at this stage, and to:

• Help MOD better understand market capability

• Ensure that the requirement is accurately understood and deliverable

• Invite industry, on a 1 to 1 basis, to showcase their capabilities to effectively develop and implement potential solutions, whilst mitigating the key risks

Information on how to apply for the 1 to 1 session is provided below in this notice. The MOD is not expecting suppliers to present any information at the Industry Day.

The day will provide important information about JEMMA and its global operational context, provide some high-level information on the key engineering and asset management processes, the principal system design requirements, and the commercial roadmap.

Copies of the slides will be published after the event on www.contracts.mod.uk under the JEMMA Opportunities Notice for those suppliers that are unable to attend the Industry Day.

You may nominate up to two attendees. Based on the level of interest and prevailing Covid-19 restrictions in place at the time, space may be limited to 1 person; if so, your first nominated person will be the one selected to attend. Last date for nominations will be Friday, 24 September 2021.

Please note that non-participation in either the Industry Day or the follow-on 1 to 1 market consultation exercise shall not prevent any supplier from subsequently expressing an interest in responding to the Contract Notice and PQQ.

4. Ongoing Industry Engagement.

It is crucial to have a strong shared understanding of JEMMA requirements between Defence and industry and for us all to be sure that the ambitions for military capability align with existing industry capability.

To help this common understanding, as referenced above, the MOD is inviting suppliers on a 1 to 1 basis to present potential solutions to the requirement. These sessions will be scheduled between 30 September and 4 November. A number of 1 hour MS Teams sessions are available (audio only with screen sharing).

Information provided at the 1 to 1 session will not be taken into consideration as part of the Contract Award process. This engagement is intended to inform MOD on the market capability and assist in the development of the requirement so that it takes advantage of innovation in the market whilst delivering a fair and successful competitive process.
