two.2.4) Description of the procurement at the time of conclusion of the contract:

The Integrated Drug and Alcohol Treatment and Recovery Service will deliver open-access, evidence- and community-based provision, working in partnership with other local services that are tailored to the needs and lifestyles of citizens in Southend-on Sea. The service will operate a delivery model which recognises national best practice, guidance and the needs of specific priority groups. The service model will incorporate provision of prevention, early intervention, harm reduction, treatment and recovery services for Southend citizens at risk of harmful or hazardous drinking, dependent drinkers, users of all illicit and performance enhancing drugs, new psychoactive substances (legal highs), and adjunctive problematic use of prescribed and 'over the counter' medications.

The service will be person-centred and offer quality and value for money and be designed to meet the needs of the local population. The service will be flexible, sustainable and innovative, whilst complying with the latest clinical guidelines and evidence-based research, with the provider being able to adapt to emerging needs of Southend-on-Sea. Lived experience will also be a vital tool particularly in relation to reviewing, designing and delivering the service.

The provider is expected to work to an outcomes-based approach, and wherever possible this will be in collaboration with other agencies to achieve these outcomes. The service will be a single integrated specialist substance misuse service providing specialist drug and alcohol services for young people and adults, including specialist focus on addressing the drug and alcohol concerns of those within the criminal justice system and of those who have experienced a period of rough sleeping in the borough.

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

1) Money will be allocated under the Supplemental Substance Misuse Treatment and Recovery Grant (SSMTRG) comprising:

supporting provision of the following roles by Southend Treatment and Recovery Service (STARS) under the terms agreed by the Office for Health Improvement & Disparities (OHID):

- 1 x Schools & Education Co-ordinator

- 3 x Criminal Justice Workers

- 2 x Recovery Workers

- 1 x Social Care / Hidden Harm Worker

- 1 x YP / YA CJ Worker

- 1 x YP / YA Family Support Worker

- 1 x Criminal Justice Team Leader

- 0.4fte Psychologist

- 0.5fte Quality Improvement Lead

- 1 x Senior Hospital Liaison Worker

- 1 x Recovery Champion

A further amount will be issued for the following programme elements across 2024/25:

- 15 x spaces on the SHARP Day Programme

- Operational costs for the delivery of at least one M-PACT programme per quarter

- Development of a VR-led mindfulness programme in Southend

2) Money will be allocated under the Rough Sleeping Drug & Alcohol Treatment Grant (RSDATG) of which:

a) A sum will be issued to support the continued provision of the following roles by Southend Treatment and Recovery Service (STARS) under the terms agreed by the Office for Health Improvement & Disparities (OHID):

- 1x Rough Sleeping Team Leader

- 2 x Rough Sleeper Outreach Worker (general)

- 1 x Hospital In reach Worker

- 1 x Outreach worker (women specific)

- 1 x Project / Data Administrator

- 1 x Alcohol Treatment Outreach Worker

- 1 x Health & Wellbeing Worker

- 0.4 x Psychologist

- 1 x Hostel in-reach / Floating Support worker

b) A sum to be issued to continue the following additional provision:

- The continuation of development of Buvidal prolonged-release opiate substitute provision

- The provision of basic care kits for rough sleepers

- The provision of food and refreshments to support rough-sleeping drop-in sessions

The total change in the lifetime value of the contract is £947,189.

This will be effective from April 2024 - March 2025.

The Council was awarded additional grant funding from central government by Office for Health Improvement and Disparity (OHID) for the expansion of its Southend Treatment and Recovery Service (STARS) Contract in the 2024-25 financial year.
