In alignment with the Welsh Government's Removing Profit from Care policy, and the delivery of Cardiff Councils Children's Services Accommodation Strategy we are embarking on an initiative to address the need for residential children's homes in the City. We have already expanded our in-house residential provision substantially, and are now seeking to engage with organisations that possess the expertise and capability to assist in the delivery of additional homes.

The envisioned scope includes the establishment of a range of residential children's homes across Cardiff for Cardiff children. These homes will cater to the diverse needs of children and young people whilst providing them with safe, supportive, and nurturing environments.

Cardiff Council acknowledges the importance of meeting the urgent demand. Therefore, we would like to invite organisations to a market engagement event to enable the Council to present its vision prior to any formal procurement process being undertaken.

We would like to engage with potential interested organisations on how they can contribute to the swift establishment of new homes within Cardiff.

As part of this engagement event, and the Welsh Government's Removing Profit from Care policy, interested organisations would need to show how they have or plan to meet the not for profit definition set out by Welsh Government.

We can advise that as part of the formal tender process potential providers will need to demonstrate their readiness to assume operational responsibility for the residential children's home/s and achieve successful registration with Care Inspectorate Wales (CIW). This includes ensuring compliance with all regulatory standards and requirements, as well as delivering high-quality care and support services to the residents.
