As part of the English Riviera events strategy there is a need to attract new and exciting events to the bay. The desire is to create exceptional events that appeal to visitors and our local community year-round. As such, we wish to explore the possibility of developing a family focussed Winter Festival Event based on a light-show experience running from mid-November 2021 through to the end of December 2021/January 2022. The event will be similar in format to the Bournemouth Wonderland Experience which attracts 2.2m people to the town annually. Although the level of investment in Year One will be less than that for Bournemouth, the aspiration is to achieve this level in due course.

Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Justification:

Initially it was proposed that the Authority would collaborate with a third party to provide ‘winter lights’ from mid-November 2020 to the end of January 2021 in various areas of Torquay. The third party were taking responsibility for sourcing a suitable supplier to provide a design service, installation of the lights and storage of the supplies when not on display. The first year was to be run as a trial period. Over three years, the contract value was potentially £300k if successful in Year 1.

The third party then lately made a decision not to lead on this project, but offered to contribute financially if the Authority were to lead on the procurement. By this stage there was a risk that the successful Contractor from the procurement process would not have time to secure the lighting, possibly from an overseas supplier, in order for the installation in October/November 2021 to take place for the current winter season, due to the lead-in time required.
