two.1.4) Short description

There are currently approximately 1400 lifts and 300 escalators/moving walkways across the Network Rail (NR) infrastructure that NR is responsible for maintaining and repairing, sited in managed stations, TOC stations and various other NR locations. It is anticipated that the portfolio of L&E will grow significantly in the next 10 years as stations are made more accessible to all passengers through Access for All funded schemes.

NR is seeking to undertake a tender exercise to establish a framework agreement for Lift and Escalator Maintenance, Inspection and Renewals. This proposed framework seeks to establish a ‘one stop shop’ for NR’s ever-growing Lift & Escalator needs.

These new frameworks will replace the current single-supplier frameworks (one separate single supplier framework each for Lift and Escalators) that are due to expire on 31 March 2024.

Network Rail intends to undertake a tender exercise in late 2022 to establish a framework agreement that covers:

- Lot 1: Lift Maintenance

- Lot 2: Escalator Maintenance

- Lot 3: Mandatory Inspections (Lifts and Escalators)

- Lot 4: Lift Renewals and New Installations

- Lot 5: Escalator Renewals and New Installations

NR would like to seek feedback from the supply market on its proposed procurement plans.

NR will hold a briefing session, via MS Teams, on the proposed plan on the 16th August 2022 Time TBC. To register your interest in this session, and to obtain more information on the proposed procurement plans please email huw.thomas2@networkrail.co.uk

Suppliers will be asked to provide feedback, by the 23rd August, which NR will to take into account to inform its future plans for procurement going forward.
