two.2.4) Description of the procurement

The intent to award a contract to deliver a range of supported accommodation services for people with mental health issues. (Brigid House, Octavia House, Alexander House, East Grange Drive and Oakwood Hall).

The services will continue to provide accommodation with care and support to vulnerable people leaving hospital settings.

This proposed contract falls within scope of the PSR. Route C of the PSR will be used to directly award the contract to Community Links. Route C can be applied where 'an existing provider is satisfying the existing contract and is likely to satisfy the new contract, and the proposed contracting arrangements are not changing considerably from the existing contract'.

The total value for the contract will be £1,639,881.25 and will last for 10.5 months with no extensions available.

No conflicts of interest were identified as part of this process.

The decision maker (Director of Adults and Health) is fully in support of this intent to award and believes that services will continue to provide accommodation with care and support to vulnerable people leaving hospital settings.

Quality and innovation, Value for money, and improving access whilst reducing health inequalities are all high priority criteria for Leeds City Council in the delivery of services which support people with mental health problems. They align with the objectives within the Best Council Plan and the ambition to reduce health inequalities by the commissioning of high-quality services.

These three key indicators are directly applied when assessing the effectiveness of a contract / service. Value for money, performance by reducing inequalities and barriers, and the outcomes achieved by a service. All are measured through the contract management process.

The provider has a track record of delivering supported accommodation services for people with mental health problems, considered high quality and value for money assessed over a period by contract management, which align to the strategic objectives of the Council.
