Mid and South Essex NHS Foundation Trust ("MSE") plans to set up a strategic partnership for an outsourced pathology service. This will likely involve multiple contracts that help maintain our analytical services and lab facilities.
This contract aims to merge our in-house and outsourced services into a single, efficient system across the Trust. The goal is to improve our pathology service's overall delivery and operations, supporting the best possible patient care.

two.2.4) Description of the procurement
The required pathology disciplines encapsulates blood sciences, microbiology and infectious sciences, and cellular pathology. This robust service offering is expected to deliver approximately 21 million tests per annum. Advanced testing capabilities may also be needed, including Next Generation Sequencing (NGS), molecular diagnostics, and specialist haematology. Other pathology services may be required throughout the duration of the contract. Whilst the operational delivery of the Contract will be delivered by the Supplier, the Clinical responsibility will remain with MSE.
Essential support services will also form a significant component of this partnership. We anticipate these to comprise of sample transportation, a dedicated customer service centre, assistance in the management or deployment of a Laboratory Information Management System (LIMS) solution, phlebotomy, and effective management of Point of Care Testing (POCT) devices.
The Services are expected to be delivered at both Trust and Supplier locations.
MSE plans to use the competitive dialogue procedure to refine our needs iteratively throughout the procurement process.
