Staffordshire County Council is seeking to contract with Providers who can provide activities and support in Staffordshire for Children and Young People with SEND.
Providers must have an understanding and regard to the following

The objective of this service is to provide a range of Short Break activities across Staffordshire which Children and Young People with SEND can enjoy as independently as possible
Those interested will be required to provide and evidence that they can deliver the following within Staffordshire, activities which are
Meaningful and appropriate for a variety of ages
Interesting
Supports Children and Young People in preparation for adulthood
Promote independence and well being
Indoor and /or outdoor
Term time and holiday time
Offer Value for money
Offer effective short breaks for the family
Providers will be required to
Encourage and enable Children and Young People with SEND to
access community-based services and support
Work with local organisations to promote inclusion for Children
and Young People with SEND
Be flexible if required to deliver activities when gaps in provision
is recognised
Engage in meaningful partnership working and effective
communication with the family and professionals
Develop networking opportunities for young people and
families
Positive changes to the quality of people's lives
Have a genuine desire to influence change for others
Be innovative and consider solutions to challenges
Staffordshire County Council is particularly interested to hear from providers who can offer activities

Activities Family Attendance can be accessed by Children and Young People with SEND aged 0-17 years old, as in accordance with the specified Eligibility Criteria, and their Families. This may include parents, Carers, siblings and extended family members.
Activities Family Attendance may include, but are not limited to
Family fun , information days.
Leisure and recreational activities and trips.
Providers may facilitate activities specifically for Children and Young People with SEND and their Families to participate in or may seek to provide additional support , resources to enable Children and Young People with SEND and their Families to participate in existing universal activities.
The provision of Activities Family Attendance may
Enable the whole family unit to spend quality time participating in a fun and interesting activity.
Enable Children and Young People with SEND and their Families and Carers to connect, socialise with their local community.
Equip Families and Carers of Children and Young people with SEND with the skills and confidence to participate in further community based opportunities.

Activities for Children, Young People Individual Attendance may include, but are not limited to
Preparing for independence.
Leisure and recreational activities and trips.
Providers may facilitate activities specifically for Children and Young People with SEND to participate in or may seek to provide additional support to enable Children and Young People with SEND to participate in existing universal activities.
On occasion there may be a requirement, wish for Families or Carers to remain in situ for the duration of the activity. In such circumstances, the Provider is required to lead the provision of support, facilitation of the activity, as opposed to reliance on the Family or Carer. Providers should wherever possible and practical offer facilities for Family members to have the opportunity for peer support whilst remaining on hand nearby.
The provision of Activities for Children, Young People's Individual Attendance should
Provide a meaningful Short Break Opportunity to Families and Carers of Children and Young People with SEND.
Enable Children and Young People with SEND to participate in fun and meaningful activities which build upon their skills and confidence, preparing them effectively for changes in life and adulthood.
Increase and improve the accessibility of local community based opportunities.

The Contracting Authority will incorporate a minimum 10 calendar day standstill period (or 15 days where non electronic or fax methods are used) at the point that an award decision notice is communicated to tenderers.
The award decision process will specify the criteria for the award of the contract/framework agreement, the
reasons for the decision, including the characteristics and relative advantages, the name and score of the
successful tender(s), and will specify when the standstill period is expected to end or the date before which the
Contracting Authority will not conclude the contract / framework agreement.
If an appeal regarding the award of a contract / framework agreement has not been successfully resolved, the
Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of a
breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
Any such action must be brought promptly (generally within 3 months). The Court may order the setting aside of
the award decision or may order the Contracting Authority to amend any document and may award damages.
