The service activity is to be carried out largely at the supplier's premises although may be required to attend various Network Rail locations throughout the United Kingdom for inspections.

two.2.4) Description of the procurement

Network Rail own a number of Windhoff Multi-Purpose Vehicles (MPV’s) which form part of the Overhead Line Engineering Train (OLET). These machines are operated and maintained in multiple locations all over Network Rail’s railway infrastructure. 13 of these MPV’s are fitted with MTU Powerpacks with an integrated ZF Ecomat Gearbox.

Network Rail also owns a number of Plasser & Theurer tampers which form part of the directly operated on-track machine (OTM) fleet. These machines are operated and maintained in multiple locations all over Network Rail’s railway infrastructure.

Five of these OTMs are tampers that were built by Plasser and Theurer, and have

4WG65 gearboxes supplied by ZF. There are two variants, one with hydraulic final

drive and one with a manual dog clutch.

This requirement is for the overhaul , commissioning, health checks and storage of these gearboxes.

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

The justification for this direct award is that the original manufacturers Vehicle Maintenance Instructions specify annual checks (part of the requirements) to be carried out by ZF service personnel, that overhauls (part of the requirements) shall be in accordance with the original build standards, access to which is limited to ZF personnel and subject to intellectual property restrictions. In addition, the use of OEM components are necessary to support warranty periods and any future claim Network Rail may wish to make. Network Rail considers it not to be value for money and a risk to the business to separate out/disaggregate and tender for other labour and physical storage requirements from the complete work scope for a low value requirement.
