two.1.4) Short description
The Health and Safety Executive (HSE) is seeking to set a framework agreement, against which it will source a range of specialist resources to provide assistance to the Building Safety Regulator (BSR), a Division of HSE, to deliver its functions under the Building Safety Act 2022.
The framework is intended to operate for an initial period of three years and 6 months (from 01 October 2023), with provision to extend for a further three years, in annual increments (01 April 2027 to 31 March 2028; 01 April 2028 to 31 March 2029; and 01 April 2029 - 31 March 2030). Spend over the 6.5 years of the framework is anticipated to be in the region of £ 39,500,000 but HSE provides no guarantee in respect of how much spend will be directed through the framework, nor does it commit to spending a minimum amount with any individual supplier appointed to the framework.
The framework will be split into two lots. Lot 1 will cover Specialist resource across a range of roles and disciplines. Lot 2 will cover Approved Inspectors/Registered Building Inspectors.

two.2.4) Description of the procurement
Lot 1 is for Specialist resource across a range of roles and disciplines.
Contractors will be required to assess plans, details, and documents to establish whether they demonstrate compliance with the relevant functional requirements of Schedule 1 of the Building Regulations 2010 (as amended) under the Building Control function.
Contractors providing advice for Building Assessment Certificate applications are required to assess and provide comment on relevant documents, plans, details and calculations in relation to assessing the risk of structural failure and fire spread as part of building assessment certificate applications.
Individuals supporting this work will also be required to support any subsequent enforcement actions required as necessary.
