The following is a PIN notice only and is being placed to alert providers to a future procurement exercise for a Consultancy based Dynamic Purchasing System (DPS). Any values and timescales stated are for guidance purposes only and should not be taken as a guarantee.
NHS SCW is considering their options regarding the format of the next variation of their existing Consultancy Dynamic Purchasing System (DPS).
NHS SCW wishes to conduct market engagement with interested suppliers to investigate the current market capabilities and develop possible solutions to shape the future of Consultancy Dynamic Purchasing System (DPS) lot formation and processes.
Interested suppliers are invited to complete a questionnaire that has been designed to develop an understanding of the current appetite of suppliers in the market. The questionnaire along with further details on the current Consultancy DPS lots is available via the Intend e-procurement system.
This is an information gathering exercise only. For the sake of clarity respondents should note that their information will be held as commercial in confidence and solely used for the purpose of strategy formation.

two.2.4) Description of the procurement
SCW CSU is seeking views from potential suppliers to inform their approach and specification. With SCW's current Consultancy DPS coming to its end of term, SCW is proposed to establish a new updated Dynamic Purchasing System framework (DPS). The DPS will be available for all other CSUs to access. This could include multiple consultancy lots for example (but not limited to):
• Procurement & Supply Chain Consultancy
• Service and System Transformation (including needs assessment, best practice advice, service and pathway redesign, financial analysis and modelling, new commissioning and contracting models, Clinical Service Review, programme and project management, evaluation)
• Digital Transformation
• IT services
• Software development
• BI and Analysis - (including risk stratification and case finding, care planning, utilisation review)
• Corporate governance (including risk management, information governance) • Communications and Engagement
• Workforce and Organisation Development covering diagnostics, analysis, programme management, intervention deployment. Executive Development including board level and systems coaching and mentoring. Services required would also cover strategic organisation design and systems leadership and/or systems thinking - i.e. where we need to support the executive team and others in the system to take the broadest view of their development journey.
• Business Development (ie to support the development of our own business including marketing and bid support)
The DPS can streamline procurement for both suppliers and authorities; suppliers don't have to demonstrate suitability and capability every time they wish to compete for a public sector contract and the award of individual tenders can be quicker than under some other procedures. The DPS is more flexible in some respects than frameworks, particularly as suppliers may join it at any time during its period of validity, meaning that suppliers are not locked out for the duration as they are with traditional frameworks. Our aim is to also decrease the burden and cost on organisations to access public sector contracts, and use this format to attract more specialist SME's and niche providers that may not wish to sign up to larger frameworks.
In order to meet customer requirements SCW and other parts of the NHS are often challenged to offer rapid solutions with specialist expertise to support customers in critical pieces of work. It is anticipated that setting in place a new DPS will continue to assist in this regard as partners can be sourced quickly and competitively. It ensures maximum transparency of procurement activity, open competition and compliance with standing financial instructions.
The contract period for the DPS will remain open (valid) for approximately 5 years.
