two.1.4) Short description

Devon County Council Public Health Team currently commission an integrated healthy lifestyle service, One Small Step, to support adults with lifestyle behaviour change. This contract ends on 31st October 2023 and the Public Health team is commencing pre-market engagement activity.

We are looking to partner with an organisation, or series of organisations, to work with us to improve the health and well-being of people in Devon. Taking action on the biggest preventable risk factors for ill health and premature death including tobacco, obesity, alcohol, and physical inactivity, will have major positive impacts on people’s health and wellbeing and improve overall health outcomes for Devon. Through building networks of support and supporting community resilience, we want to work collaboratively to address the wider determinants of health focussing most on those areas and groups where the poorest health outcomes are experienced.

We invite organisations to tell us how they would work alongside communities, Voluntary Community Social Enterprise (VCSE), and system partners to achieve those benefits, including by connecting people with community solutions delivered and facilitated by local organisations and supporting the development of community capacity which responds to people’s wishes, aspirations and expectations.

We are open to different delivery models including the possibility of a lead organisation working collaboratively with local organisations and the VCSE sector in order to understand different communities across Devon and how best to deliver services to meet local needs to reduce health inequalities. We will also require specific services to meet national standards and frameworks including an evidence-based stop smoking service.

We will be hosting a market warming event later in the year to formally engage with providers and stakeholders. Prior to that, interested providers are invited to complete the survey link below; this will collect helpful information for us to gauge interest in the market. Responses to the survey will not be formally evaluated or scored or have any impact on the evaluation of a future tender, should one be undertaken. In addition, we would be interested in meeting any potential providers who would like to discuss their survey responses in more detail, to help shape our strategy and approach to commissioning this service.
