The principal aim of the service is to support residents to stop smoking, using a proportionate universalism approach - offering universal access for all with more targeted support for groups and areas experiencing the poorest health outcomes. The service will be innovative to adapt service delivery to meet the needs of diverse communities and have a strong presence and visibility with stakeholders and potential clients.
To increase reach and capacity, the service will provide training and support to trained advisors and other professional workforces in a variety of settings. Whilst the main focus of the service will be to provide stop smoking support, it is recognised that other health harming behaviours also impact on poorer health outcomes. The service must therefore provide brief advice and information around other health and wellbeing issues in a holistic way, and signpost to other relevant services and information.

two.2.4) Description of the procurement
The service will provide a single point of access for individuals to access directly, and/or professionals to refer individuals to. Devon has developed a brand called ‘One Small Step’ (OSS), however with the launch of a new service model, the provider is required to review the branding and decide whether to keep or change it. If the branding is changed, the provider must develop branding guidelines and a comprehensive marketing and communications plan to launch a new name in consultation with the commissioner. If the provider decides to continue to use the OSS branding, the provider will need to clearly demonstrate how they will articulate the change of provider and service offer to referrers, stakeholders and potential clients. The service offer has changed from a range of health interventions to a focus on tobacco control and smoking cessation (with ongoing referral); this needs to be clear to all, if the existing OSS branding is used.
The Specialist Stop Smoking contract will be awarded to one lead provider. The commissioner is open to the provider utilising sub-contracting / partnership arrangements to deliver elements of the service.
The provider must apportion some service capacity to face-to-face provision in Devon, to ensure that individuals from targeted groups can receive support in person if that is their preference. Face-to-face clinics should be in a range of community locations where smoking prevalence is higher, in order to support those people who find it difficult to access the service digitally or by phone.
The service will embed within the local health and care system and work with other providers to enable Devon residents to access the most appropriate support to meet their needs and preferences, including the Specialist Substance Misuse Service and stop smoking support within primary care and community pharmacies. The provider will work with the VCSE sector, recognised as an important part of the wider system of support to individuals and communities, including groups with specific expertise for vulnerable populations.
The maximum available budget for the contract is fixed at £685 000 per annum excl VAT for the duration of the contract. This excludes Additional Funding which is specified separately.
OPTION
During the life of this Contract starting from Year 2, in the event DCC is able to secure additional funding sources to support the contract. It is anticipated that this funding can be up to 50K per annum (Additional Funding). Should this funding be available DCC will discuss with the Provider and agree elements of the service to be provided.
