two.1.4) Short description
East Lothian Council intends to set up a framework agreement with a range of suppliers for requirements to be delivered within school settings. These services may be provided in relation to Pupil Equity funding and will also include provision of interventions for individuals with varied and complex needs.
East Lothian Education and Children’s Services Departments are committed to ensuring young people are treated with dignity and respect with a clear focus on self-directed decision making by young people and sustainable outcomes for them. We have a focus on Inclusion, Achievement, Ambition and Progress for All. We all work together to Get it Right for Every Child and to ensure that all our children and young people are Safe, Healthy, Nurtured, Active, Respected, Responsible and Included.
This framework agreement will enable East Lothian schools to compliantly purchase the range of services which will support the delivery of our vision and values which align closely with following values of the Key Priorities in the National Improvement Framework for Scottish Education ‘Achieving Excellence and Equity’:
- Improvement in attainment, particularly in literacy and numeracy;
- Closing the attainment gap between the most and least disadvantaged children;
- Improvement in children and young people’s health and wellbeing.
- Improvement in employability skills and sustained, positive school leaver destinations for all.

A summary of the expected community benefits has been provided as follows:
As part of the Council's wider duties towards its citizens, the Council wishes to engage with suppliers, providers and contractors to deliver sustainable benefits, not only to our young people, through work experience opportunities, training opportunities or links with schools, but also to provide assistance with community projects, as well as engaging in supply chain initiatives.
The successful tenderers will be required to engage with East Lothian Council to discuss what Community Benefits can be sought from this contract where aggregate spend with the provider is above GBP 50,000 per annum.
