Description
TfL is responsible to the Mayor and the Greater London Assembly for the delivery of transport services in London. This includes the maintenance and operation of 580km of main roads, operating bus and other transport services and congestion charging in the Central London Area. Part of this responsibility is to give public notices of our intentions to execute either temporary or permanent restrictions/changes to road usage. It is a legal requirement that TfL undertakes consultation of restriction/changes to allow representation to be made by advertising our proposed temporary and permanent changes to our roads. Failure to comply with such a requirement could expose TfL to adverse publicity and/or additional costs. The purpose of this framework is for Media Publication Groups to provide services by arranging permanent and temporary Public Notices to be included in various newspapers publications within Greater London on behalf of TfL Traffic Order team. This allows TfL to adhere to Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 that requires all traffic authorities to publish notice of the details of proposed changes to the restrictions on roads in a newspapers circulating in the area to which the order relates.

Framework operation description
Bidders Responses shall be evaluated on a Most Advantageous Tender (MAT) basis with a Quality: Price: Social Value weighting ratio of 60:30:10.
Based of the overall scores, Suppliers will then be ranked from 1st (highest score) to 4th (lowest score) per borough based on the overall scores received if applicable.
Suppliers that obtain tied scores will receive the same rank, with subsequent ranks skipped accordingly (e.g., two suppliers tied for Rank 1 → next rank is 3).
Supplier's ranked position will be used as a mechanism to appoint service providers during call-offs from the Framework Agreement. Please refer to Associated documents, Volume 3 Schedule 2 for more information.

Justification for not publishing a preliminary market engagement notice
A prior information notice was published before the implementation of the Procurement Act 2023 which received good responses from potential suppliers giving us an idea of how many potential suppliers may respond to our tender.
