two.2.4) Description of the procurement

There is currently a variety of approaches to provision temporary staffing services across North Central London (NCL), with a mix of outsourced and in-sourced provision. There is a growing body of evidence to suggest that temporary staffing services could be operated more efficiently and effectively, if they were larger in scale.
The current single supplier framework, which services half the providers in NCL, is due to end on 25th May 2023. This provides an opportunity to review the operating model for temporary staffing across the ICS.
NCL ICS have a joint vision to create a shared solution for temporary workers, further details of which will be set out in the procurement documents. An agreed priority across London is to maximise the use of trust banks and establish collaboration between trusts to enable flexible workers to work across multiple organisations. A new solution would enable all participating trusts to secure the quality, sustainability and financial benefits from scale of economies and critical mass, whilst ensuring they have a temporary staffing solution that meets the needs of each trust.
The framework resulting from this procurement activity is for the benefit of NHS Trusts and other NHS bodies within the North Central London (NCL ICS) footprint. See detailed list below. The Framework will be for the provision of a Managed Service.
