Homes England intends to procure a framework to replace the current Multidisciplinary Technical Services Framework with a 4-year term.
The purpose of the Prior Information Notice ("PIN") is to issue a pre-market consultation questionnaire to understand the level of appetite within the market for the following Framework requirements. Interested parties are invited to review the supplementary information and questionnaire which are available via our e-Tendering system, Pro Contract. Description of the requirements:
Homes England is planning to appoint a national framework agreement of multidisciplinary professional and technical service providers who will provide the full range of built environment professional and technical services on our land. The disciplines required range from design, planning and infrastructure through to cost, valuation, project management, ecology and land surveying.
Homes England has a substantial landbank as well as capacity to invest in new land and projects across the country. Whilst Homes England is not a property developer in its own right, it does undertake work (sometimes in partnership) to de-risk land through an outline planning process before undertaking disposals to third parties for delivery. Homes England also acts in a master developer capacity for some of its larger, strategic sites. Sites range from greenfield to urban mixed use, and from 70 home smaller sites through to 20,000 home urban extensions. Sites are located across England.
