The NHSBSA have a requirement for a system, or a number of systems, that allow effective management of employees’ learning, talent and performance. The NHSBSA’s Learning and Organisational Development (L&OD) team support between 3,000-4,000 employees. About NHSBSA: The NHSBSA is a national organisation providing a broad range of business services that support the wider NHS.Further information on our extensive service portfolio can be found at: https://www.nhsbsa.nhs.uk/about-us.These requirements are currently partly met by an NHS-wide Enterprise Resource Planning (ERP) system. However, the NHSBSA are looking to move away from this system for learning, talent and performance management. Any new system(s) will need to allow for powerful reporting mechanisms to drive insight for the L&OD team, leaders, managers and users. The solution is required to be live and operational by no later than 31/03/2022.It is acknowledged that there are a range of models for delivering these requirements (for example, a singular system or multiple systems focusing on individual areas). The NHSBSA are keen to understand more about the different approaches that could be taken to meet the needs. The NHSBSA conducted a high-level Request For Information (RFI) exercise in early 2021. Further to this, the NHSBSA now wishes to complete a more detailed market engagement exercise to include a webinar event and some 1-2-1 discussions. Further information related to the early market engagement activities and how to participate can be found in the Additional Information section of this Notice.

All early market engagement as part of this exercise will take place through the Health Family e-Commercial System (Atamis). The engagement will include a number of stages:1) NHSBSA Issues PIN / Contracts Finder notice;2) Early engagement opportunity to open on Atamis;3) Suppliers to register for opportunity on Atamis;4) Suppliers to attend Event via webinar;5) Suppliers to respond to written questions shared at Event;6) Selected suppliers to attend one-to-one virtual sessions with NHSBSA to discuss written responses in more detail.The Event and one-to-one sessions are part of the NHSBSA's preliminary market consultation phase and their purpose is to give the market a broad indication of the requirements of the NHSBSA, and to receive feedback from the market to help inform the NHSBSA's strategy for meeting the learning, talent and performance needs.The Event will last approximately 45-60 minutes and will take place between 07/09/2021 and 09/09/2021 (exact time to be confirmed in due course via Atamis). Suppliers should be aware that the Event will be recorded, including any questions and answers, and will be made publicly available via Atamis.At the Event, a number of questions will be presented by the NHSBSA, which will form the basis of a short written RFI exercise following the Event. Written responses will be submitted via Atamis. Following the written RFI responses, the NHSBSA will then select up to a total of ten suppliers to invite to a one-to-one discussion. These discussions will last approximately one hour each and take place within the two-week period from 27/09/2021 to 08/10/2021.
