HES wishes to appoint multiple display case manufacturers or Supplier(s) to provide new/replacement cases and to carry out case repairs, maintenance and retro fitting of alarms as and when required at specified sites around Scotland. In addition, there may be a requirement to purchase new display cases as new exhibitions and interpretative displays are planned or existing ones extended to include new exhibits. These cases may be procured under this Framework or, at HES’ discretion, through a separate tendering process. This work would be done as part of a project team and delivery timescales would be critical.

HES wishes to appoint multiple display case manufacturers or Suppliers to provide new or replacement cases and to carry out case repairs, maintenance and retro fitting of alarms as and when required at specified sites around Scotland. In addition, there may be a requirement to purchase new display cases as new exhibitions and interpretative displays are planned or existing ones extended to include new exhibits. These cases may be procured under this Framework or, at HES’ discretion, through a separate tendering process. This work would be done as part of a project team and delivery timescales would be critical.

HES has a large and varied collection of archaeological artefacts and historic objects on public display throughout Scotland. Display cases housing these exhibits vary in age and quality. C and AC have been leading on a multi-year project to review and implement improvements at 18 PICs, to achieve compliance with the Government Indemnity Scheme GIS. Case improvements or replacements form part of this project. Having the framework in place will facilitate the ready acquisition of required services to ensure delivery of the GIS project whilst also supporting case replacements or improvements for sites not included within the scope of the project. All new display cases purchased must be GIS compliant, see Appendix 1 for required specification.

HES and the Suppliers will work in a spirit of partnership in the provision of these services and will be prepared to discuss proposals to enable the costs to be reduced and or services to be improved or expanded, provided mutual benefit can be demonstrated.

List and brief description of selection criteria

HES use Scotbis, an independent provider of business credit reports, to assess the financial standing of tenderers. The overall aim of this assessment is to ensure, as far as possible, that any potential Supplier will not have financial difficulties that endanger their ability to perform the Contract. If financial information cannot be gained from that source Historic Environment Scotland will request that you provide full audited accounts for the last full financial year. If Suppliers cannot provide any of the assurances as detailed above, and it is determined by HES that your financial strength is not adequate, then your company may not pass the financial evaluation. If you can provide the assurances as detailed above, HES may explore these options with you before determining whether your company can be taken forward in this procurement exercise. Bank details may also be sought to support the above.
