two.2.4) Description of the procurement
The Council invites suppliers to join a light touch regime dynamic purchasing system (LTR DPS) for the provision of supported living services for individuals with a learning disability, autistic spectrum conditions and/or mental health conditions (aged 16+). Suppliers will also be expected to consider reasonable adjustments to also enable the needs of clients with sensory impairments, physical disabilities and acquired brain injury.
This LTR DPS is a 2-stage process and is run as an electronic process using the Council's eSourcing solution Proactis. This process follows the 'Light Touch Regime' in accordance with Regulation 74 and the principles of the DPS procedures as set out in Regulation 34 of the Public Contracts Regulations 2015.
The Council will utilise this LTR DPS for new learning disability and mental health placements as well as other possible placements referenced in the service specification. The Council may using it's absolute discretion also undertake a competitive process to formally call-off all spot purchased arrangements via the LTR DPS.

The initial period is 1.9.2019 to 30.9.2021 with 2 x 12 month options to extend - therefore options may be taken up for the period 1.10.2021 to 30.9.2022 and 1.10.2022 to 30.9.2023.
The options will be exercised at the discretion of the County Council and the Council reserves the right to further extend the LTR DPS in line with public contract regulations.
The original OJEU Notice Reference published in 2019 was 2019/S 145-357356.
A Corrigendum was issued in November 2023 OJEU Notice Reference 2023/S 227-715092 which stated:
The initial period is 1.9.2019 to 30.9.2021 with 2 x 12 month options to extend - therefore options may be taken up for the period 1.10.2021 to 30.9.2022 and 1.10.2022 to 30.9.2023 and 01.10.23 - 30.06.2024.
