Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • The procurement falls outside the scope of application of the regulations

Explanation:

The University has recently commenced a re-organisation/ re-purposing and refurbishment of its Main High Wycombe Campus and the design and specification plans for this have only recently been finalised. This project will take approximately 40 weeks and is expected to be completed by April/ May 2023. Until that time, the University is technically unable to arrive at a final specification for its future facilities management services contract, including but not limited to building cleaning, man guarding, security, concierge, student mental health support and other related services.

As soon as the re-organisation process has been completed, the University will commence a full tender exercise (a prior-information notice to detail the universities future aspirations will be published to establish some initial market engagement in readiness for a fully advertised Find a Tender Service tender exercise. As an interim measure in order to minimise any technical and organisational disruption and to allow the university to continue to operate. The University will enter into 2 temporary contracts with the current incumbent sub-contracted providers on the expiry of its current prime facilities management contract on 31st of July 2022, for a period of 12 months with an option to extend for a further 6 months in the event of unforeseen circumstances arising.
