NCC introduced a Local Assistance Scheme in April 2013 in response to the abolition of part of the Discretionary Social Fund scheme administered by the DWP. It replaced Community Care Grants and Crisis Loans, but no new statutory powers were introduced.

Norfolk County Council (NCC) has appointed suppliers to its Norfolk Assistance Scheme framework agreement.
