two.2.4) Description of the procurement

Norfolk County Council’s Multi Provider Light Touch Regime Framework for the provision of Assessment, Therapy, and Family Support Services is due to end on 31st March 2023. Work is currently being carried out to scope the requirements for a new framework that will commence on 1st April 2023. It is likely that the Framework will be split into Lots and part of the scoping exercise will be to determine how this may look. Key Services/Provision areas potentially in scope include the following but we would expect Providers to be adaptable and flexible to develop services/provisions as required.Assessments: Lot will include all types of Assessments applicable to Social Care, will include face to face and/or virtual consultations, and will require a comprehensive final report of findings. Family Support Services: Lot will include all available types of practical Family Support, with flexibility to include multiple levels of staff training, skill and reporting. Independent Social Work: Lot for the provision of fully qualified Social Workers, to complete Statutory and Expert Assessments, Reports and to carry out direct work with children. ISWs may also be required in an advice and guidance capacity to supervise Family Support Work.Therapy: This area is changeable and expanding and we are encouraging Service Providers to list all therapy and therapeutic services available, as, moving forward, our focus will be on Outcomes for children, young people and families. Emergency Cover: Defined as Family Support, including 24/7 Support, required to start immediately or at very short notice.Other: This Lot is available for Providers to add and list services which cannot be categorised under any of the above headings.

six.3) Additional information

The intention is to establish a Light Touch Regime Framework let under Regulations 74 to 77 of the Public Contract Regulations 2015 (Light Touch Regime), under which the Council has flexibility as to the process or procedure to be used when purchasing certain services of which this is one. In this instance, the Council may seek to establish a framework agreement with multiple suppliers that will set out the terms and conditions for making specific purchases (call–offs). The framework agreement will differ from those let under the non light touch regime in that the Council, exercising its flexibility, may periodically open the framework for new applicants. It is the Council's intention that the light touch regime framework will be open for further applications for the life of the framework. The Council reserves the right, however, not to open the framework for new applications if it deems this appropriate. If the Council decides to open the light touch regime framework to new applicants, it will do so on the same terms and conditions and on the same criteria as stated in this Invitation to Tender, unless the Council deems that amendments are required as a result of changes in the market or changes within the Council.We are currently only seeking expressions of interest at this stage. As such no documentation is currently available. Further to Paragraph 3 of the best value statutory guidance issued by the Secretary of State for Local Government in September 2011, the Council is holding an engagement event to explore plans for the delivery of this service prior to a Contract Notice being issued and tenders being invited. The event will be held on the morning of 31st August via MS Teams. The event will inform providers of our intentions and what we hope to achieve, to ascertain what potential providers see as areas of risk, to discuss delivery, and what (if anything) would stop interested parties from applying.
