Arden and GEM Commissioning Support Unit (AGEM) was seeking to let a Framework Agreement for the provision of Integrated Resource Management Planning Technology Partners. The systems were required to be agile and have the flexibility to respond to evolving technology and operational requirements as these emerge.

AGEM developed a new service offering for customers which enabled customers to join as members with an annual fee which is scaled according to the requirements of the customer and the size of the organisation. AGEM subsequently required system partner(s) to enable this vision.

The vision is to provide both a strategic planning tool to enable population level integrated planning and a range of connected operational planning tools to support effective resource management. The tools created will enable decision makers at different levels across the health and care system to understand the current performance, their target operating model - and performance requirements, together with the evidence base on best practice.

Anaplan Limited and Deloitte LLP have been awarded a place on the Framework Agreement. The Framework Agreement term will be three (3) years, with a total framework value of up to £15.866m (including VAT) over the three (3) years.

This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of AGEM.

This contract was therefore to be awarded in accordance with the provisions applicable in Section 5 (sub-section 7) of the Public Contracts Regulations 2015.

Bidders were notified of a contract award decision and the Contracting Authority observed the award decision notices provisions and held a 10-day standstill period in accordance with the Public Contracts Regulations 2015 ('Regulations'). At the start of the standstill period, a Contract award notification letter was sent to each Bidder in accordance with Regulation 86 of the Regulations.
