MG ALBA are putting out this voluntary ex ante transparency (VEAT) notice with a view to extending the existing contract with Astar Media for the delivery and project management of a Gaelic short-film competition (“FilmG”). Justification of this intention together with full details of the intended contract are included within sections II.2.4 and IV.1.1 of this notice.

The contract extension is expected to commence from July 2024 for up to 10 months, although it may be less.

MG ALBA's main office is in Stornoway, with another base in Glasgow although this project will be undertaken remotely.

two.2.4) Description of the procurement

MG ALBA are putting out this voluntary ex ante transparency (VEAT) notice with a view to extending the existing contract with Astar Media for the delivery and project management of a Gaelic short-film competition (“FilmG”).

FilmG is a Gaelic short film competition promoting and encouraging all aspects of filmmaking from young people to industry professionals. Since its launch in 2008 it has been a hugely important vehicle for BBC ALBA and many of its participants have gone on to develop media careers and receive further industry recognition.

MG ALBA intends to award the contract extension, without a call for competition, in accordance with the Public Contracts (Scotland) Regulations 2015 (regulation 72(1)(b)). Additional services have become necessary and a change of contractor would result in significant inconvenience /substantial duplication of costs for MG ALBA. The contract duration is expected to be from July 2024 for 10 months, though may be less .

The closing date of this VEAT is 4 July 2024.

The maximum contract value is 130,000GBP ex VAT, detailed as follows:

-100,000GBP ex VAT for services (70,000GBP of which shall be for project management and 30,000GBP shall be for workshops); and

-the remaining 30,000GBP ex VAT shall be provisional on MG ALBA being in a position to proceed with the instruction of services to Astar Media to deliver the Awards part of the overall services.

four.1) Description

Explanation:

This Voluntary Ex-Ante Transparency (VEAT) Notice is to advise of the need for modification to meet the additional demands of MG ALBA, being to maintain supply as a change of contractor cannot be made at present due to economic / technical reasons due to the need for interoperability with the existing services procured under the initial procurement, and avoid unnecessary disruption and duplication of costs in line with Regulation 72(1)(b) of the Public Contracts (Scotland) Regulations 2015. The increase in price does not exceed 50% of the initial contract value.

The previous total value was 260,000GBP ex VAT. The maximum payable under the extended contract is 130,000GBP ex VAT. The new total extended contract value will be 390,000GBP ex VAT.

MG ALBA intend to go out to the marketplace for a new contract for Gaelic short film competition and this procurement will commence January 2025 with a target effective contract date of 1 May 2025.
