two.1.4) Short description

The Association of North East Councils Limited Trading As the North East Procurement Organisation (NEPO) seeks to establish a multi-Supplier, multi-Lot Framework Agreement to provide Support Services for the Development of the Built Environment.

The resulting solution will facilitate the provision of skilled expertise & resources to assist Contracting Authorities in circumstances where they deem appropriate. These circumstances may include managing peaks in workload, occasions where the required skills are not available in-house, demonstration of best value, facilitating benchmarking, driving service improvement, additional innovation and efficiencies.

It is NEPO's intention that the Framework Agreement will provide a compliant route to market for Contracting Authorities to appoint consultants for construction, civil engineering, highways and transportation. The appointments will be made under the following Terms & Conditions:

• Procurement & contract advice i.e., drafting/ supporting/input into tender documents/processes

• Cost estimation of retrofit requirements

• Monitoring compliance with appropriate standards including PAS2035 alongside deep retrofit design and post project evaluation

Lot 12 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for delivery of Principal Designer role as identified within Construction (Design and Management) (CDM) Regulations 2015 for notifiable and non-notifiable work. Services may include but not be limited to:

• All services throughout project lifecycle including pre and post contract services

• Compliance with the legal requirements of Principal Designer

• Coordinating project team to manage risk through design

• Attending project meetings and visiting site

• Ensuring project team operates in accordance with CDM

• Recording and evaluation of all changes

• Prepare all pre-construction information including health & Safety file

The Framework Agreement is anticipated to exceed 48 months in duration. This is due to the commercial and contractual complexity of the Framework Agreement combined with the cost of administrating the procurement for NEPO, Contracting Authorities, Tenderers and impacted Supply Chains.

It is anticipated the Framework period will be 48 months commencing 23 January 2023 plus optional extensions of up to 24 months.
