Explanation:

The agreement incorporates the supply and maintenance of bus shelters and advertising apparatus throughout the Greater Manchester's bus routes.

The agreement includes the provision of an annual income back to TfGM based on the advertising revenue generated from those assets.

As the shelter assets and advertising inventory are owned by the incumbent provider, the pressures from the macroeconomic environment and financial uncertainty, there is a lack of interest and competition for a bus shelter estate, in respect of which the incumbent has an exclusive right held to provide, maintain, and advertise on, such assets.
