The Northern Ireland Assembly Commission wishes to procure a suitably experienced and skilled Broadcasting Technical Adviser to provide professional ongoing strategic advice, technical consultancy and project management for its projects to upgrade and replace the Assembly’s broadcasting infrastructure in its Chamber and Committee rooms. This may include, but not be limited to: • Design workshops. • Assessing drawings. • Challenging costs and/or changes to budgets. • Regular project meetings. • Meetings/emails with Assembly Commission business areas. • Factory acceptance testing. • Checking technical documentation and related tasks. • Assisting with feedback from the Assembly’s Operation and Maintenance Contractor and the Assembly Commission. • Configuration changes.

Section six. Complementary information

six.3) Additional information

Performance and timely achievement of the key milestones for the projects i.e. installation dates being met and new systems tested and handed over to the Assembly Commission as expected, will be monitored by the Assembly Commission’s Project Manager. If the Contractor fails to reach satisfactory levels of performance i.e. if the milestones are missed or delayed, they will be requested to provide and implement recovery plans and be given a specified time in which to improve. The time will be dependent on the associated risks and the Assembly Commission’s business needs at that time. If after the specified timeframe for improvement, the performance still fails to meet satisfactory performance levels, the matter will be escalated to the Assembly Commission for action as required.

six.4.1) Review body

The UK does not have any special review body with responsibility for appeal/mediation procedures in public procurement competitions. Instead, any challenges are dealt with by the High Court, Commercial Division, to which proceedings may be issued regarding alleged breaches of the PCR2015 as amended.

Contracts Regulations 2015 (as amended) and incorporated a standstill period of 10 calendar days) at the point information on the award of contract was communicated to tenderers. That notification provided full information on the. award decision and provided time for the unsuccessful tenderers to challenge the award decision before the contract was entered into.
