Description

TfW's Travel Management Service run an Education Season Ticket scheme, this offers additional discounts to Schools and Colleges for bulk buying season tickets for their pupils. Processing these season tickets is currently done manually by the TMS team, and is a very labour intensive process. We are seeking input from the market, as to potential solutions to enable TfW to deliver the educational season ticket service.

There is currently envisaged 3 main requirements - 1. A Ordering Portal for submissions, either by the schools or directly from pupils/ parents. 2. Creation of a photo ID card (digital preferred) 3. Creation & distribution of the season ticket (Digital tickets preferred).

TfW is open to receiving potential solutions as to how this may be delivered, either directly or through a third-party.

Engagement process description

• The Authority is seeking to engage with the market to obtain information to inform various aspects of the requirement in terms of 1) potential routes to market e.g. use of an existing framework or run an independent competitive flexible competition. 2) Areas of the scope TfW may not have considered and potential solutions for delivery. 3) Understand any regulatory standards. 4) Obtain information of any specific contract terms TfW need to consider and that which would support industry suppliers in successful delivery. 5) Aid in risk identification with the procurement/ solution provision. 6) Timescales for delivery. 7) Indicative budget costs to support development of the Business Case.

The Authority will hold an online market engagement session via Microsoft Teams on on the 6th June starting at 10:30am and concluding at 12:00pm. The Authority will deliver a presentation, answer questions and request feedback via a questionnaire. To register your interest in taking part, please email supplychain@tfw.wales by 30th May 2025.

The Authority may hold further 1-to-1 sessions with suppliers, requesting demonstrations or issue further questionnaires, dependant upon the volume of responses.
