As part of the response to the Covid-19 global pandemic, NHS England (NHSE) established a programme for the deployment of approved vaccines to the population of England. To support the programme, NHSE procured a volunteer workforce that was trained and authorised to provide assistance to clinically registered health care professionals to administer the vaccine. NHSE is seeking to facilitate continuity of this provision via an open tender process.

two.2.4) Description of the procurement

The Workforce and Training workstream is responsible for the design, resourcing, training and sustainability of workforce to enable programme delivery. The workstream informs programme strategy, works with all other programme workstreams, with regional and sub-regional programme and workforce leads. It is responsible for national design, training, and contracting to support workforce deployment and assurance, to ensure there is sufficient workforce in place to meet demand across England.

As part of its ongoing legal obligation to deliver the Programme, NHS England is inviting organisations that are capable of providing and managing suitably qualified and trained volunteers to bid for the opportunity, recently shared to the open market, to provide the Services, detailed in the ITT. Bidders will be required to respond to this opportunity within the published tender and to the dates detailed.

NHSE is seeking to appoint one provider of the Services nationally that health care providers can call upon to assist delivery of the Programme.

The procurement is designed to secure a supplier to continue the provision of Vaccination Volunteers and associated services that provide and enable the provision of support to clinical services to the Programme, needed to continue delivery of the Covid 19 and flu Vaccine Deployment for approximately 6 months, until the provisional end date of 31st March 2023, with the option of extending up to a maximum contract duration of 24 months.

The key objectives of the procurement are to award a contract that delivers the following:

- Workforce that is suitable, sustainable, and resilient
- Contingency workforce (surge) capability
- Alignment to the minimum training standards and
competencies to ensure safe and efficient delivery
of the vaccine
- A volunteer workforce that is representative of the
communities they serve
- Flexible provision of limited mobile or ‘roving’
services
- NHS Regional and systems engagement, across all
delivery settings
- External and commercial supplier contracting and
engagement
- Business intelligence, digital management, and
analytical services
- Commercial and contract management
- Programme governance

The value of the contract is estimated to cost between: £4.5m – £13m. Depending on whether extensions detailed in the ITT are utilized.
