Rhondda Cynon Taf County Borough Council has an ageing population where the demand for disabled adaptations continues to grow. The Council has a number of strategic aims in its Local Housing Strategy document “Housing Matters”, which aims to encourage housing led regeneration and provide a good quality living environment which promotes health, wellbeing and independence for residents.

Significant investment in mandatory DFG’s (Disabled Facilities Grant) and other discretionary housing grants supports this strategy.

Currently the Private Sector Housing Unit provide assistance to over 2200 properties a year, either via grant aid or the installation of minor works of adaptation.

Individual schemes can range in value from GBP50 for minor adaptations to in excess of GBP 25k for large renovation or adaption projects.

This category covers all types of urgent minor works of adaptation recommended by Community Care staff. Work will include things like grab rails and handrails installations, key safes, small ramps, etc. This category may include specific specialist work types (Blacksmiths, Electrical and Minor Building Works) with orders ranging in value from less than 50GBP to the 1000GBP maximum.

The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason:

Social value will not be requested on this contract as despite an overall high contract value, there are 84 lot positions and therefore the spend per contractor is quite low, plus the contractors are likely to be very small in nature, many sole traders, so their potential SV responses would be extremely limited.
