Rough sleeping is the most severe and visible form of homelessness. The Mayor is committed to ensuring there be an immediate and sustainable route off the streets for everyone sleeping rough in London. Since he came to office in 2016, the Mayor’s Life Off the Streets programme has helped more than 12,000 people to leave the streets for good. The commissioning of City Hall’s rough sleeping services is underpinned by the Rough Sleeping Commissioning Framework (the “Framework”). Guided by the Framework, a decision has been made to procure two contracts, both of which will commence on 1st April 2023.

Lot 1: Rapid Response Outreach Team; and

Lot 2: Specialist service for non-UK nationals.

Further Information .

Lot 1: This is an outreach service which focusses on rapidly responding to StreetLink referrals for people sleeping rough in order to provide them with support as swiftly as possible. The service undertakes on-street assessment with those people it meets and wherever possible, seeks to find an immediate route off the street for that person on the night. Where immediate accommodation isn’t successful, referrals are passed to the local team responsible for outreach in that borough. It is a pan-London service which currently operates in 25 boroughs.

Lot 2: The specialist service for non-UK nationals supports non-UK nationals sleeping rough to access services to help them leave the streets. This may include, for example, access to immigration advice by registered advisors and access to services in the UK and their country of origin. The service also includes accommodation as part of its provision.

Duration of each service including possible extension (these can change in future).

Lot 1: 5 years including following potential extensions of 3 + 1 + 1 years

Lot 2: 5 years including following potential extensions of 2 + 1 + 1+1 years

For Lot 1: Note: Authority can decide to extend up to full duration of 2 years or multiple extensions of a shorter period of time. However, the maximum of all the aggregate extensions is set at 2 years.

For Lot 2: Note: Authority can decide to extend up to full duration of 3 years or multiple extensions of a shorter period of time. However, the maximum of all the aggregate extensions is set at 2 years.

Expected value of each project:

Lot 1: Maximum estimated value of the contract over 5 years- £8,612,500

Lot 2: Maximum estimated value of the contract over 5 years- £10,220,000

Please note this is the estimated maximum value. Actual value of the services is likely to be

lower than this value. For lot 1 the above maximum estimated value includes core services, optional services and extensions of term; and for Lot 2: the above maximum estimated value includes Core services, specific optional service, general optional services and extensions of the term.

Where expansion of services is taking place under either lot, depending upon future funding available, value could also be higher than stated. The extension is subject to spending review and funding allocation.
