TfL’s Open Innovation Team, works with market innovators of all sizes to help solve some of the challenges that TfL faces where there is a need for more innovative solutions. Rather than prescribing solutions, we instead look to the market for creative, resourceful and novel approaches to problem solving to create new value for TfL by doing things better, quicker or cheaper.

The Innovation Collaboration Framework (ICF) will provide a new route to market through the appointment of up to three innovation-focused partners. This will have a single lot structure and the scope of projects will be centered on the Mayor’s Transport Strategy objectives. Our partners will be appointed to solve TfL problem statements through developing, testing and scaling innovative solutions relating to priority mobility issues.

This proposed framework relies on R&D investment from market innovators as well as co-creation to develop solutions that can be scaled and co-commercialised as appropriate, within London, nationally and/or internationally.

This Prior Information Notice is to inform suppliers of TfL’s intention to commence the procurement process for the Innovation Collaboration Framework and to also invite interested suppliers to attend a supplier event on Tuesday 26th July 2022.

TfL’s current intention is to use the Competitive Procedure with Negotiation (CPN) procedure to appoint up to three suppliers to the framework.

This Prior Information Notice (PIN) is issued solely for the purpose of alerting the market of the opportunity and inviting interested suppliers to confirm their attendance at the supplier event.

This PIN is not a call for competition and does not constitute a commitment by TfL to undertake any public procurement exercise in the future. TfL is not liable for any costs, fees or expenses incurred by any party participating in any future opportunity.

We would like to invite interested suppliers to attend a supplier event on Tuesday 26th July 2022, 10:00-12:00 at Palestra House, 197 Blackfriars Rd, London SE1 8JZ . This event will explain the objectives of the framework and offer further information about the tender process and documents.

If you are interested in attending and would like to receive further details about the event, please RSVP by emailing ICF.Innovation@tfl.gov.uk

Your email should include: Your organisation’s name, names and roles of those attending (up to 2 per company) and contact details. Please ensure that the subject heading for the email is as follows: “Innovation Collaboration Framework Supplier Event”. It is anticipated that a Contract Notice will be issued in September 2022.

TfL will manage this process in an open and transparent manner to maximise the possible benefits. Participation or non-participation in the supplier event will not disadvantage or advantage any supplier's ability to participate in any future procurement activity , including, in particular, the subsequent procurement process being undertaken to deliver the project.

Direct or indirect canvassing of any TfL employee or agent by any supplier concerning this requirement, (or any attempt to procure information from any TfL employee or agent concerning this PIN outside the formal process described in this document) may result in the disqualification of the supplier from consideration of any future procurement activity.

TfL is under no obligation to follow up this Prior Information Notice in any way or with any interested parties.
