Replacing our legacy ABB Ellipse solution of 17 years, you could have the opportunity to provide the foundational system for this transformative journey. Scottish Water seeks a new Enterprise Asset Management solution as we embark on a long-term transformation programme to enhance our capability in Asset Management. Our network of assets is nationwide, serving 2.5 million households and 152,000 businesses nearly 1.4 billion litres of water; - the management of these assets is strategically critical. Replacing our legacy ABB Ellipse solution of 17 years, you could have the opportunity to provide the foundational system for this transformative journey.

We invite specialist software suppliers who offer the latest and best Enterprise Asset Management tooling to respond to this PQQ.

Key requirement highlights

As a bidder your solution must provide strong capability in core Enterprise Asset Management, including:

-Being a single asset registry; capturing linear and non-linear asset information, designs and configurations, in defined data hierarchies, linking this information with supporting documentation, and governance and controls for data updates/refreshes

-Operational planning including systemised scheduling, resource planning/tracking and management and recording of planned and unplanned works

-Asset operations, works and maintenance, including real time data stream capture, alerting, reliability analysis, maintenance forecasting and cost optimisation of interventions

-Mapping and visualisation of asset data, including reporting

-Tracking the connectivity and criticality of individual asset elements

Your solution must be capable of integrating to our key line of business systems and cloud platforms, and be able to empower our operatives and managers through role-specific interface views, workflows, rich reporting capability and visibility of decisions actioned in-system.

As a company you will be required to demonstrate experience in infrastructure or a comparable industry, with strong capabilities in transition project management, data migration, and client partnering. You may also provide implementation services.

Further desirable capability includes:

- Strategic investment and systems planning; including business case, full life cost, risk and demand modelling, scenario analysis

- Project and construction management for creation/upgrade/disposal of assets including tracking construction delivery, requirements management, commissioning outputs and design tools/digital twin models

- Risk management including dynamic risk assessment, live risk reporting and forecasting, scenario modelling and failure mode analysis

Subject to the commercial offering a contract will be awarded with an initial term of five (5) years with five (5) years of extension options.

The total spend over the framework period for the Enterprise Asset Management Solution is forecasted between £10 - £20 million. These figures may vary depending on the additional options Scottish Water may adopt.

Applicants will be expected to be of sufficient financial and economic standing to support the anticipated contract value. All applicants must complete the financial questions within the pre-qualification questionnaire and tender documents. Financial standing relevant to the anticipated contract value will be determined by Scottish Water based on the response to the pre-qualification questionnaire and any further financial checks deemed necessary.

All prices quoted shall be in Sterling (UK) and all payments shall be made in Sterling (UK). Payment shall be made on the basis of completed services in accordance with the agreed contract rates, schedules and conditions of contract.

In the event of a group of companies submitting an accepted offer it will be necessary for each member of the group to sign an undertaking that each company in the group will be jointly and severally liable for the satisfactory performance of the contract.
