Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The Council is in the process of developing a new target operating model for the procurement team which will establish dedicated resources to support the professional services
category including agency workers. It was anticipated that this review and a new structure would be implemented in early 2020, however in seeking to ensure an effective response
to the global pandemic all restructures (including that of Procurement) were placed on hold under instruction from Human Resources
This pause prevented implementation of the Procurement target operating model and the appointment of the Professional Services category team. Consequently, this has prevented
the timely re-procurement of the framework for this worker category prior to the expiry date of 3rd September 2021. The pandemic could not have been foreseen by the Council
back in 2017.
