seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

a) NHS England (NHSE) have allocated £773,000 of non-recurrent funding to West Suffolk NHS Foundation Trust (WSFT) for the IFRS 16 revenue allocation within the 2023/24 financial year. This funding will be given as a pass-through payment, via Suffolk and North East Essex ICB.

b) This funding is to cover all system pressures including the unforeseen rising costs associated with Industrial Action, Prescribing, and Continuing Healthcare and has been allocated based on previous methodologies fairly sharing allocations to providers across the system in a simple and transparent manner. The Providers agreed share of this funding is £3,739,000. An additional £1.39m has been confirmed, which will be paid to WSFT in March 2024.

c) Following claims made to NHSE for depreciation relief, NHSE has confirmed the depreciation funding for SNEE to be allocated to qualifying schemes. The Provider has been allocated £2,930,000 for 23/24 which is to be paid in month 12 via the block Contract.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

a) Non recurrent pass-through payment from NHSE. Effective date 01.02.2024.

b) On the 08/11/23 NHSE announced a new allocation of £0.8bn to fund pressures associated with Industrial Action, this was part of a package that included a further 2% reduction in the ERF target and some specific additional financial flexibilities for underspends on ringfenced funding, including Dental. An additional allocation from NHSE was received in February 2024 to cover costs relating to further Industrial Action, which for WSFT is £1.39m. Effective date 01.02.2024.

c) Depreciation funding. Effective date 01.01.2024.
