The framework is for the supply of air source heat pumps and associated products and associated services.

Advantage South West is seeking to select, by a competitive tendering process, three companies who will be awarded a 4 year Framework (1/1/23 – 31/12/26) from which Members (or their contractors) will award Contracts for the supply of air source heat pumps and associated products and associated services to Members (or their contractors). Advantage South West Members will enter into Contracts with the successful tenderer(s) for their requirements that may be satisfied directly or via contractors. These Contracts will be for a maximum of 3 years and will be awarded during the term of the Framework. Members will be able to enter consecutively into more than one Contract for their requirements thus a successful company can supply for up to 6 years.

ASW Members are in the South West and south central parts of England.

two.2.4) Description of the procurement

We have decided to include three companies on the framework as there are concerns about product availability during the duration of the framework. The company in first place will receive all orders with the second and third as ‘reserve’ companies. If the first placed company is unable to supply then the second placed company will be contacted, if they cannot supply then the third placed company. It is our clear expectation that the first placed company will supply all units under the framework. If there are ongoing product reliability or service level issues with units supplied then we reserve the right to remove companies from the framework.

The framework will be used for all requirements including planned upgrades, responsive upgrades, void properties and in new build properties.

Applicants will be aware that social housing landlords are currently preparing their decarbonisa-tion strategies ready for implementation. The external funding regime is currently somewhat short term. As a result of this it is difficult to confidently predict accurate numbers of units that will be required over the duration of this framework. Current supply is averaging around 600 p.a, but this is expected to increase dramatically during the duration of the framework. Consequently we have included a spend threshold in the contract notices of £50m, significantly higher than would be expected based on past spend.

Current Members of Advantage South West are Abbeyfield Sidmouth, Abri, Coastline Housing, Cornwall Housing, Cornwall Rural Housing Association (CRHA), East Devon District Council, Exeter City Council , Homes in Sedgemoor, LiveWest, Magna Housing, Mid Devon District Council, North Devon Homes, Ocean Housing, Plymouth Community Homes, SHAL, Somerset West and Taunton Council, Teign Housing, TorVista, Westward Housing. Any further organisations that join ASW will also be able to access the framework. This Contract Notice is therefore placed on behalf of those future members too.
