Transport for London (TfL) and London River Services Ltd (LRSL) are seeking interest and feedback from the market for an exciting opportunity to operate a service from one of the piers they operate.
An opportunity has arisen for a new service to operate from the V-berth at Westminster Pier with the use of a waiting room on the main pontoon and as such, TfL extends the RFQ opportunity to any operator wishing to operate a passenger service from the berth for a fixed term licence duration. This notice is asking for interest in offering a proposal to secure the licence to operate a passenger service at this location.
Westminster Pier is located on the north bank of the River Thames, in close proximity to the Houses of Parliament and Westminster Abbey. The Tenderer is offered the opportunity to operate a passenger service from the V-berth (the berth) at Westminster Pier. In association with the passenger operation, the tenderer is also offered the opportunity to make use of an existing waiting room situated on the pontoon. The opportunity to make use of the waiting room is conditional to a passenger service being operated from the V-berth.
The Tenderer is required to ensure that all relevant licenses and permits are obtained prior to the contract start date and for the duration of the contract.

two.2.4) Description of the procurement
The piers facilitate a range of river operations including sightseeing services, the river bus, entertainment cruises, rib services and charter services. Services operate seven days a week throughout the year. It is the responsibility of operators to ensure that services maintain the highest standards of safety, comfort and security for the travelling public, which is reflected in the licences offered by TfL to operate from its piers.
TfL is seeking information to understand the current supply market. Information provided will be used to inform TfL's continued consideration of the nature of any future procurement.
This Prior Information Notice does not formally signify the beginning of a procurement process and does not constitute commitment to undertake a procurement excercise.
Westminster Pier is located on the north bank of River Thames in close proximity to the Houses of Parliament and Westminster Abbey (high tourist traffic). The tenderer may propose any type of passenger service that meets the scope of this document, however it should be demonstrated that the service meets the objectives and underlying principles of the London Passenger Piers Strategy through its design (link below).

TfL extends the RFQ opportunity to any operator wishing to operate a passenger service from the berth for a fixed term licence duration.
It is not anticipated that structural alterations will be required to the pier to accommodate proposed services, however minor infrastructure enhancements and signage improvements may be considered, at TfL's discretion. The Tenderer will be responsible for all costs associated with modifying the pier to accommodate the tenderer's passenger service.

Following that, they will have to register into SAP Ariba where they can upload their proposals for evaluation.
