The Council are therefore conducting a Flexible Framework under the light touch tender regime that will run as a “Framework” for the duration of the Contract. This Framework is being created to purchase places and schemes to create a consortium of Providers that meet the Department for Education (DfE) and Blackpool Councils’ requirements for the HAF Programme.
