Market Engagement - Request for Information (RFI)
(in the Portsmouth and Southeast Hampshire local delivery system) have been working collaboratively to review Telemedicine in care homes across PSEH and are now seeking feedback to enable further exploration as to how we commission this service in the future. The aim is to ensure delivery of high-quality clinical video consultations across PSEH.
A telemedicine system for Care Homes was introduced in 2020 offering additional support to both Care Homes and Primary Care. With wave one of the Covid 19 pandemic there was a rapid period of roll out. This service offers clinical support via video consultations for residents and was developed to enable timely and proportionate escalation by care home staff for resident assessment, which would enable people to stay well within their home. This also supports reducing conveyance to acute hospital settings and additional resilience to GPs and primary care clinical teams.
People in the PSEH care homes have a high level of co morbidities and often have a frailty diagnosis making them some of the most vulnerable and least independent people in our population. It is anticipated that telemedicine impacts include: -
•Reducing the demand for emergency care 999 and South Coast Ambulance Service (SCAS) requests
•Reducing ED attendance and non-elective admission
•Reducing ad hoc calls to GP Practices outside of arranged requests for clinical reviews as part of home rounds and EHCH support
Knowing there are many advantages to telemedicine in care homes it is our ambition to develop this service to support individuals in their own homes as an integral part of our virtual health offer (including both virtual wards and virtual care).
Initial discussions and planning have raised questions that we believe may be best answered by providers themselves. This also gives providers the opportunity to highlight the benefits of their services and how these could be improved for future development.
This is a process designed to help the Commissioner form a view of the best way to commission the service and is not the beginning of a Tender exercise

Instructions for Registering on the SoEPS Commissioning Support In-tend e-Tendering Portal
1. Browse to the SoEPS Commissioning Support portal

2. Click the "Register" link on the left-hand side of the page.
3. Enter your correct business and user details.
4. Note the email address and password chosen and Click "Register My Company" when complete.
5. Login to the portal with the username/password.
6. You will be prompted to change your password on first login.
7. Hover your mouse over the "Tenders" button on the main toolbar and choose the relevant option:
o "My Tenders" shows a list of the opportunities in which you have already expressed an interest or to which you have been invited
o "Awarded" shows a list of tenders awarded on the system (where these are were open to all)

8. Click on the "View Details" button for relevant opportunity to access the content, clicking "Express an Interest" where required to do so.
9. Click the relevant procurement as required then click the "Opt-In" at the bottom of the page to start building your submission to the procurement stage. This will move the project over to your "My Tenders" page. (This is a secure area reserved for your projects only).
