Preliminary Market Engagement
Purpose
This notice is to make potential contractors aware that, via the Nottinghamshire County Council (NCC) procurement team, Mansfield District Council (MDC) will commence a process to appoint a contractor to carry out a refurbishment on the Four Seasons car park in Mansfield.
The publication of this notice commences the preliminary market engagement stage of the procurement process. The procurement is expected to follow a Competitive Flexible Procedure, based on the Procurement Act 2023.
Background
The Four Seasons MSCP is located in in the centre of Mansfield. This car park is linked to the Four Seasons Shopping Centre on Quaker Street. This building is used as a pay and display multi storey car park.
The ground floor to this property is part of the Four Seasons Shopping Centre.
Floors 1 - 3 are occupied by car park spaces, with each floor divided into 2 sections labelled A & B.
A representative number of test site locations were set-up across all areas of the car park. At each site, a range of diagnostic testing was carried out to multiple different elements of this property.
In addition to the condition survey, diagnostic testing, along with adhesive testing to membranes and steel barrier condition surveys was carried out on a representative basis to the internal areas of the building.

• Carbonation tests
• Covermeter and spacing
• Half-cell potential testing
• Schmidt hammer testing
• Small core analysis
• Adhesive membrane testing
• Steel barrier condition survey
Preliminary Market Engagement Stage
The preliminary market engagement stage is intended to allow potential contractors to request the current specification for the scope of works required to review so that contractors have an understanding of what is required before the tender stage. Contractors can also book in for a 1 hour site visit at the Four Seasons car park with one of the project team at MDC on 21st May 2025.
MDC want to ensure that they are using best practises for the scope of the work required, to help ensure this we are allowing questions to be asked at the site visit and suggestions from contractors can be put forward to the project team representative of different approaches to the scope of works Contractors will also have the opportunity to feedback on the spec as to whether any of the requirements cannot be met.
All questions, answers and suggestions will be recorded with all information being made available at the tender stage for all potential bidders.
Whilst the specification may be updated as a result of these meetings this will only be where requirements cannot be met by the market or additional information comes to light that could be met by several contractors.

Site visits will be allocated on a first come first serve basis with the first hour long site visit starting at 9:00am and the last hour long site visit starting at 4:00pm
If all site visit times are taken on the 21st May, we will make another day available to contractors.
