Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 75% of UK’ social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under Regulation 2 of the Public Contracts Regulations 2015 ("PCR 2015") and a central purchasing body under Regulation 37 PCR 2015.PFH is working in partnership with Building Better (an alliance of 31 Housing associations) to deliver aggregated demand from members so they can procure High quality, sustainable offsite homes, at the right price that will meet their customer's needs (www.buildingbetter.org.uk)

two.2.4) Description of the procurement
PFH and Building Better are issuing this Pre-Tender Market Engagement notice. This notice is for a new residential framework that will be procured on behalf of the Building Better members in England and Wales. The aim is to deliver high quality, new build residential projects for the members for • low rise, • Medium high rise• extra care homesIt will be a requirement that bidders are able to deliver projects using a range of different construction methods and have the capability to deliver to meet the emerging requirements for the Future Homes Standards and Net Zero Carbon. The market engagement will be carried out in the summer of 23 with the tender released for applications in September 2023 and it is anticipated the framework will be live by January 2024.if you are interested in being involved in the pretender engagement please send your contact details to twoods@pfh.co.uk PFH will look to run some workshops and individual interviews to get industry feedback on the proposed format of the framework.
