seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

A ticketing system is being deployed in light of the COVID-19 pandemic and learnings from that around effective crowd management in and around the Hyde Park Winter Wonderland (HPWW) event footprint - enabling the event to be better managed and to regulate visitors to the event, to safely manage crowds and numbers both inside and outside of the event footprint. The result is a safer event and this is supported by feedback from the partners of the Licensing Safety and Advisory Group.

The Royal Parks' contract with the event operator is therefore modified accordingly in order to cover the introduction of the ticketing system from 2022. The authority believes that the modification is permitted by Regulation 43 of the Concession Contracts Regulations 2016, or (by virtue of the nature of the service in question) is not subject to that provision. This notice is published for the purposes of transparency only, in respect of the modifications concerned by this notice given the nature of the contract being modified

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Due to unforeseen circumstances arising out of the COVID-19 pandemic, it has become necessary for The Royal Parks (the authority) to change the way that visitors to the Hyde Park Winter Wonderland event (HPWW) are marshalled. The high visitor numbers experienced previously have demonstrated that the introduction of a ticketing system is necessary for public safety and order.

A ticketing system is therefore being deployed in light of the COVID-19 pandemic and learnings from that around effective crowd management in and around the event footprint - enabling the event to be better managed and to regulate visitors to the event, to safely manage crowds and numbers both inside and outside of the event footprint. The result is a safer event and this is supported by feedback from the partners of the Licensing Safety and Advisory Group.
