The modification is to extend the contract period relating to the Re-development Project for Hafod Morfa Copper Site Only.

The original contract was for 48 months which appointed a lead MDT team on the development of Hafod Morfa Copperworks Powerhouse Re-development Project (HLF funded) the contract included RIBA Stage 1 to 7.

The original title attributed to the contract by the Contracting Authority is Multi-Disciplinary Team (MDT) Hafod Copperworks Powerhouse Redevelopment.

A modification was previously made for additional services only. Reference: 2019/S 045-103902 which increased the value from 205,500.00 GBP to 266,500.00 GBP Total contract value after the modifications(Excluding VAT)

This modification is to extend the contract duration relating to the Re-development Project for Hafod Morfa Copper Site until 31st January 2023.

The original contract was for 48 months which appointed a lead MDT team on the development of Hafod Morfa Copperworks Powerhouse Re-development Project (HLF funded) the contract included RIBA Stage 1 to 7. The extension will be for additional 19 months, therefore the total contract period will be for 67 months.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Swansea Council is issuing this transparency notice to alert economic operators of its plan to modify a contract in accordance with Regulation 72 (1) (b) of the Public Contracts Regulations 2015.

This modification extends the current contract duration by 19 months — Multi-Disciplinary Team Hafod Copperworks Powerhouse Redevelopment with GWP Architecture Ltd.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU)

Description of the economic or technical reasons and the inconvenience and duplication of cost preventing a change of contractor:

The Contracting Authority is modifying this contract in accordance with Regulation 72(1)(b) the reasoning for this approach is that duplication of costs that would incurred due to the archaeological sensitivity of the site and the operational difficulties in having two contractors on this site. The modification is to extend the contract end date from June 2021 to 31st January 2023. This delay is due to the unforeseen nature of this archaeological site and the repercussions of COVID-19.
